Can i get a pport & permanent residence in Ireland if im blacklisted?

I'm considering moving to Ireland. And would like to stay there permanently. I have a default against my name for a stupid cell phone account that I was bamboozled into. So would I be able to get a pport and acquire permanent residence? Thanks in advance.
